The role of the Law on Telecommunication and Transmission, and several other laws such as Law on Copyrights will be instrumental in the development of and utilization of NUSANTARA-21. Protection of copyrights, information security, and private life as well as legalization of electronics documents become important issues which must be settled by law. For every business company operating in the field of conducting telecommunication services in Indonesia the target of research and development program and the target of human resource development program are taken from annual business revenues. Thereby even distribution program of development, improvement of skill and expertise, as well as development of research can work in line with development of NUSANTARA-21.
